This movement mainly trains triceps, and also recruits Rear delts.
The pushdown isolates the triceps with the elbow at the side. The rope lets the hands separate at the bottom, which lets the lateral head finish fully contracted where a straight bar stops it.
Twelve to twenty reps. The elbow stays pinned to the ribs from start to finish: the moment it travels forward, the shoulder has taken a share and the triceps does less.
Leaning forward over the stack to add bodyweight. The number on the stack goes up; the load the triceps actually sees does not.
